Community Development Block Grant UPDATES
December 2008
The facades were all approved by DHR. The project was put out to bid and the low bidder was
W.E. Bowman out of Richmond, Virginia. Town Council met and approved the recommendation that the contract be awarded to the low bidder. The Town Manager, and B&B Consultants are holding meetings with merchants and securing three party contract commitments with as many stakeholders as possible. Once these meetings are completed, The Town will sign a contract with
W.E. Bowman and work will begin starting with the Borum properties on Broad Street.
There was no interest in the Housing Program so the Progam Management team met with our
DHCD community rep, to discuss using the funds earmarked for this area of the grant to a different use that would have a benefit for low to moderate income individuals.
August 2008
The Review Board has completed approving the facades of 34 properties totaling 45 façades. These packages have now been submitted to the Department of Historic Resources. DHR has up to 30 days to approve them. Once we get their approval, the project will be advertised for bid. After a short period to allow contractors to respond, a pre-bid meeting will be held with approved General contractors who will then be given a set time by which to submit a sealed bid. Once the contract is awarded, the actual work can begin and we will once again meet with property owners for final decisions about the scope of work they want done based on actual construction costs. We estimate arriving at this stage of the process around early October and we will see work getting performed very shortly thereafter, think mid to late October.
