Work has begun on 105, 107, 120, and 118 West Broad Street
Schedule of Completion:
Substantial completion by Agreement is September 30, 2009.
Final completion by Agreement is October 30, 2009.
Application for Payment was reviewed and approved.
Change Order decreasing the scope of work by $218,861 was reviewed.
Town of Blackstone Comments
Use of ladders on the HL Jackson facade was questioned due to the risk of denting. Concrete plans for apartments and accessing the Housing program for upper level living units in the Borum properties was inquired about. Questions concerning parking and zoning requirements were raised. B&B consultant David Boaz committed to supply Mr. Palmore with a copy of South Hill's overlay area as a sample document to consider.
DBI Comments
The topic of replacing the clouded panes on the Coke building was discussed. Since this is not in the scope of work for the building, the expense would fall on the owner. Mr. Watkins' request to use Roberts Awning company was considered. Steel frames are indicated on the scope of work for Watkins Jewelers but not on the Borum's building. It was mentioned that they have requested them but Mr. Fagan suggested that the aluminum frames were preferable for practical reasons to be explained to the property owner.
Francis Gilmore's request for a change to his scope of work was submitted and accepted by all parties present as reasonable. Mr. Palmore agreed based on the stipulation that the request go before the DBi review board first and then the Management team. Tommy Watkins' request to use Benjamin Moore Paint was approved.
The status of the Brown street side H.L. Jackson facade was questioned.
B&B Comments
Mr. Boaz presented a reasonably priced quotation from Perimeter Systems for a custom manufactured coping for the overhang that is attached to the Brown Street side of the H.L. Jackson building. He further stated that we would have a copy of this pre-fitted aluminum product by the first of the week. This seemed to meet everyone's approval. No submittals had been received to date. Submittals are to be supplied by W.E. Bowman.

Owners desire to have a steel framed awning on the Doswell property as opposed to aluminum was disclosed.
New Business
106 N. Main Street requested a cost estimate on a copper roof and wants to know if the roofline can be lowered below the window. It was stated that changing the shape of the awning would be costly. 108 N. Main Street was officially removed from the project and is to be added to Changeorder #2 as a deduct. 101 S. Main needs to reduce construction to a total of $20,000 ($10,000 per facade).
Contractor's comments
Contractor will have no issue with using Benjamin Moore paint as requested and will provide submittals.

Job schedule and overhead door was submitted along with changeorder #2. Contracdtor will price cost for gutter to be put on adjacent building of 111 W. Broad Street. Town request this be handled through the building owner and not the Town. 119 S. Main Street needs a price for replacing glass panel.
Engineer's comments
Needs to get submittlas, needs price for 111 N. Main St., review price on Cornice of Jackson Building, new price for canopy on Sheet 18 of Change order 2. Attach quotation for Epps Building.
New Business
B&B will review payment #3 and forward to Town. Owner of 120 E. Broad Street needs to meet with B&B to discuss their request for a modification of plan. B&B will proceed with Change order #2 and once it is signed by the contractor and the engineer they will forward it to the town.

New Business
Payroll and labor standard from Contractor and subcontractor for Feb, March, and April must be provided. Payroll is required to be submitted weekly. Contractor cannot be paid until all subcontractors payrolls are properly filled out and submitted. Town will be audited in the next two weeks. it would be greatly appreciated if all required documents from contractro are submitted including those required for Application #1 and #2 which have already been paid.
Had an issue with the paint contractor about leading the building owners beyond the scope of painting specified. Performing artwork (i.e. fleur de lis, shells, raised elements on metal facades) was not the intent of the project; now, other building owners want this type of service.

Owner of Coca-Cola building is checking on the correct green color designation. Once obtained, it will be forwarded to the contractor to revise the sign accordingly.

Primary contractor agreed that painter has created an issue. if this issue can not be resolved with Mr. Teefey, the painter will perform the work requested at no additional cost.

Contractor submitted an itemized list of the cost estimation for work on orginial bid for 110 South Main for review, comment and approval
DBi set up meeting for Town and owner of 111 W. Broad Street regarding facade painting.
100 S. Main Street owners accepted the proposal from B&B for getting the scope below the $10,000 mark and chose a first and second choice for awnings and is now awaiting a price difference in order to decide.
Next meeting set for Wednesday, October 7th at 2pm
